Add the ability to deregister a runner

Currently a runner will be removed after a period of time.

It would good to be able to remove a runner for example due to the machine the runner is on being taken down.

Cyril Moreau You are able to send a SIGTERM to the self-hosted runner to drain it and shut it down. Are you looking for a separate mechanism?
