Allow Sharing Of Private Orbs Across Separate Orgs

As a user who has projects spread across multiple organizations, it would be helpful if an org could be allowed to use a private orb from another org.

We are required to set up separate organisations to work with code hosted in Bitbucket and Gitbub.

The lack of orb sharing makes it impossible to reuse configuration using private orbs in this scenario.

We have multiple orbs that we want to use across multiple organizations. Currently, we have to clone a repo, and make changes to the settings to push the orb. Keeping the cloned repos in sync with the original is hard work. A simpler solution would be to allow the original orb to be used in allowed organizations.
