Allow deleting Private Orbs

Allow the deletion of private orbs so users can stay within their orb limits. Private orbs have a limited scope of users, so if the owner is aware of the risks of breaking internal CI pipelines then they should have the option to delete orbs as necessary.

Any idea when this is gonna be implmented?

I was suggested to unlist an orb but this doesn't stop anyone to possible do the same mistake / typo I did and start using orb which will lead to loads of confusion.

This feature would be really useful for us. Breaking a CI pipeline is not a big issue for internal orbs because the orb code and the pipelines are under our control. A growing number of non-active orbs is a bigger issue as we are not able to clean the registry up.

Update for anyone hitting their private orb limit: 
The limit for private orbs has been removed. You may now create as many private orbs as needed. 
This topic will remain open until the delete function is addressed directly.
