Update pre-installed software for Windows

Here is the list we should update:

SDK 3.0.100 (Not preview version!)
Visual Studio 2019 Community Edition license is expired so need to update.
It would be great if CircleCI keeps maintaining pre-installed software for the images regularly and share the update timing (or estimated next update date) to users.

Enabling the WebDAV-Redirector feature would also be extremely helpful. This requires a machine restart so isn't something that can be done in a pipeline.
