We've had Ruby v3.1.0 available as a Convenience Image since December 27th. You can find the publishing PR here: https://github.com/CircleCI-Public/cimg-ruby/pull/77

In the future, request like this are best made in the GitHub repository for the image. The Image team will see it much faster this way.
