When a context is created, the default group membership is "All Members". To ensure more compliance, introduce a mechanism for ensuring that all new contexts that are created are assigned to a more scoped Github Group and remove the ability to assign to "All Members".

When I share the URL link of a build artifact, users are not able to view it unless they are logged in to CircleCI. They will throw an "unauthorized" message. The URL should redirect to the login page, and once the user logins, it should open the artifacts info to the user.
