Support Default Machine User

We often have a lot of repositories being created but they require adding a user key.
To prevent losing access for employees leaving, we want to tie this user key to our corporate github account but right now, this has to be manually done everytime we make a new environment.
Can we have a way of just creating a default machine user for the repos in an organization?

On a side note, why do I need 3 separate accounts for discussion-related issues?
* 1 for support requests
* 1 for the discussion forum
* 1 because the second I submitted this feature request, I got asked to create an account with Canny.io

On a side note, when I login for support requests via Google SSO, I get an empty white page and have to close the link and then re-open the original link to log back in. I imagine lots of people would give up the first time they see it.
