As an admin, I should be able to see how users change over time in the UI. 
I want to answer the question: are we growing in users regularly? or decreasing? 
This impacts credit consumption, thus the visibility that is needed.

In July 2022, we made changes to ensure the customer experience in UI is the same across all plan types, i.e. Custom and Scale plan users are now able to see Users in UI itself - including to filter by billing periods.
