Support Multiple Organization IDs for the JIRA Integration

As of this writing, when configuring the JIRA integration there is only an option for a single organization ID. This feature request is to introduce additional fields to allow more than CircleCI Org ID to be populated for use with the JIRA integration.

Some context around this, the old CircleCI / Jira integration worked previously when using both a Bitbucket and Github account, however we now need to enter a single organisation ID and need to swap the organisation each time we deploy a new build (which can be several times a day) in order to pass.
