Remove Context Switch To Test Tab In Job UI On Test Failure

When a job has a failed test and those test results are stored, if a user navigates to the job's UI they are taken to the test tab.
This behavior can be unexpected resulting in the user looking through steps only to be pulled away to the test tab. It is especially jarring when there are many failed tests (> ~500) resulting in the context switch taking longer than normal.

It often takes long enough before switching that I'm able to navigate the page to find the error output in the initial tab, and start reading it; 5-10 seconds. It's beyond jarring - somewhere between frustrating and infuriating.
I'd suggest that if you finish loading that data and it's been more than 2 seconds since you rendered the 'Steps' tab, you should just leave us there - we can click over ourselves.
