Prevent building upon following a project without a preconfigured .circleci/config.yml file

Some engineers are following projects that have not yet been configured with CircleCI configuration files. This appears to be activating these repos for automatic builds by a generic config file which is now charging us for running builds that we have not explicitly configured.
Is there a way that we can turn this off and ensure that builds are only triggered when we have explicitly added configuration files for the repo?
