Many orgs are required to keep all projects and repositories for a length of time due to regulatory reasons. Having such a large number of projects puts these orgs at risk of rate limiting (even from the VCS side) leading to slowness, broken functionality of the pipelines page or even starting jobs which means delayed or missing deployments to end users.
