More fine grained triggers for scheduled pipeline.

Currently I can only select full hours for the scheduled pipeline triggers. This limits our testing setup, since we cannot run all tests in parallel due to resource constraints. Allowing for example to trigger the pipeline in 15minute granularity would simplify this a lot for us. Even 30min granularity would already help.

The ability to schedule pipeline at a specific time (including minutes) is available now on GitHub App pipelines. I believe your organization integrates with GitHub, so to enable this you can go to Org settings > VCS Connections, and install the GitHub App integration. Then just create a new GitHub App pipeline in the relevant projects (Project settings > Project setup).
