When circleCI's ajax calls to https://bff.circleci.com/private/web-ui-service/v2/pipelines return an error (eg a 503 http response), the UI displays "Set up configuration to start running pipelines" as if the pipeline hasn't been configured properly. This is very confusing and sets me off in the wrong direction for debugging.

Please can you change the message to something "Sorry, we're having trouble fetching info about this pipeline right now, see https://status.circleci.com/ for details of any issues we're experience".

It'd make debugging soooo much easier.
