Allow run: key's when: to apply to orb commands

When using an orb owned by another org, it is not currently possible to add a when: on_fail to the command if it is needed.

It would be helpful to always run certain commands from orbs.

This would be very helpful as there are times we only want to spend CI time installing certain dependencies (

python/install-dependencies

, for instance) when we're going to need to handle failures.
