cannot get any help when I try to make payment. should have a direct support. I try to add a billing account for our company's accountant (who doesn't use github), but she cannot see the settings to make the payment.

In my organization, we have people in charge of paying vendors. We should have the ability to add some non-github users for billing purposes.

1) direct support at payment 
2) add billing account for non-technical, non-github user to make payment
