Allow CircleCI projects to be private irrespective of if VCS repo is public

Some users (in particular Open Source projects) may wish to hide their CircleCI tests from public view, while the repo remains public.

This suggestion is to add a project setting to allow the project to be private irrespective of whether the VCS repository is public.

One example is an open source Terraform repository where the Terraform logs may contain sensitive information and you wouldn't want that to appear in a public CI log.
