When we need to ensure all caches are cleared, this is only possible for the docker-layer-cache.

The general cache can only be set in the "Storage Usage Controls" and has no impact on previously created objects. "Previously created objects that are stored with a different retention period will continue to persist for the retention period set when the object was created."

This needs the user to version all caches in all pipelines, which is a huge manual effort.

A bulk clear or at least a clearing on project level helps to overcome issues with existing caches.
