Ability to use Github App based pipelines in CircleCI Server

Github Apps pipelines allow for for configuration source to be stored in a separate repository, this enables storing configuration for multiple projects in a centralized repository. In combination with the createPipelineDefinition API, these eases building consistent configurations and pipelines and sharing them across multiple projects.
This functionality is not currently available in CircleCI Server as Server currently only supports OAUTH based Github integration.

@ wheelie life That makes a lot of sense - centralizing pipeline configuration in a separate repo is a huge win for consistency and scalability across projects. Hopefully CircleCI Server expands beyond OAuth-only GitHub integration soon, because that flexibility would be a big improvement for teams managing multiple repos.
