Allow context restrictions to be set via API

At the moment, context restrictions can only be set via the UI once a context has been created. To allow for more programmatic creation of contexts, allow for the ability to set restrictions either at creation or after the context has been created, via the API.

Hello, we now have new V2 API endpoints in public preview, that allow managing the context project restriction through our public REST API. We are always looking for feedback on how to improve, so please share your experiences and thoughts.

This is a very useful feature. It's not scalable to ask the admin to add the team from UI.
