Add a status for Self-Hosted Runner jobs that have stopped responding but still remain as "running"

This feature request is to add a status for Self-Hosted runner jobs that have failed and receive the following error:
This job appears to have stopped responding, try re-running it.
However, this status is not captured by the
getJobDetails
endpoint of the V2 AP and is still reported as running
