I would like to be able to query credit consumption of arbitrary steps like, e.g., spin-up docker executor, restore sbt cache. So I can get credit consumptions across jobs and workflows. Generally, our aim is to have some tooling to estimate the impact of a build pipeline change and to figure out which step that we use across all jobs is currently too expensive.

More generally, allow breakdowns by job & workflow.
FYI, I have jobs like:
- test_frontend
- test_backend
and it would be nice to analyze those on an individual basis.
