Re-introduce "latest" tags for next-gen convenience images

Customers want to always be using the latest versions of a major release (e.g., 12.x) without having to explicitly specify/change the version each time in the configuration.

I want this future feature, because I want to keep "latest" version support CONTINUOUSLY.

I think following workflow:

When CircleCI notifies failure on "latest" tag, set latest succeeded version and show supported version in current commit ID.
Fix it! and set "latest" tag again.
