Expose secrets integrations to providers like AWS parameter store

I know we don't want to be cloud specific, but given market share of AWS it seemed worth tossing out.  Customer already has all their secrets in AWS parameter store, and granting access to that would save them duplicating everything in CCI.

    I am normal user of circle ci.

    In my options, this will be a nice-have feature, which not many pipeline tools like to spend time on it.

    If you ask for ssm parameter store, then the other requests will come from different backends, such as etcd, consul, dynamodb, redis, vault, zookeeper, aws secrets manager, etc. It will be no end job and not value-added in fact.
