Allow security control in Contexts to work with subteams

We have a team defined in GitHub and under that we have two subteams. Users are added to the subteams.

We tried adding the parent team to a context but we are getting an unauthorized error.

The issue happens if the user is in a subteam but not directly in the parent team.

If I also add the developer to parent team then it works.

I was trying to avoid adding subteams directly to the context, because we have a lot of them.

This is how it has worked in Github since mid 2017
    https://github.blog/2017-06-13-nested-teams-add-depth-to-your-team-structure/

This is considered unexpected behavior, causing confusion in our org because it behaves differently than permissions for everything in GitHub, even though it is using a GitHub concept and data
