auto-pack from .circleci/src dir upon push to the git repo

We would like to be able to keep our circleci  configuration in separate files, as is done with orb code, so that it's easier to understand, maintain, and extend.  It would be ideal if we could push `.circleci/src` instead of `.circleci/config.yml` so that we would not have to check in generated code (i.e., the  `config.yml` generated by `$ circleci config pack`).

    Please vote for dynamic config, which is an idea to let you run some code that could create config. That would let you have a small job that does the config packing then use the packed config for your pipeline. https://ideas.circleci.com/ideas/CCI-I-184
