Allow for sharing of contexts between organizations

Contexts should be able to be shared between organizations as opposed to only within a single organization.

This should also allow for sharing between different VCS providers. For example, a Github organization should be able to share a context with a Bitbucket organization.

I don't see us supporting this in the future. I think in cases like this it would be beneficial to use a third party services like Vault to manage secrets across different platforms.
